Matthew C. Kirkpatrick was born in Oswego, New York, on April 28, 1902. He married Freda E. Shrader on December 3, 1924. They had one son, Robert M., and one daughter, Gloria E. He was a Dayton policeman and between 1949 and 1955 he was Chief of Police. While in Dayton, he was involved with the Ohio Police Association and was the first Dayton policeman to go to the Federal Bureau of Investigation (FBI) for training.
